Malfunctions and conditions prohibiting the operation of vehicles

Because there is no official consolidated version, this translation has been made for the purpose of familiarization with the road traffic rules of Armenia.

List of Malfunctions and Conditions of Vehicles

1. Malfunctions and conditions of the vehicle's braking systems

  • During road or bench testing, the service-brake-system effectiveness standards established by the relevant standard are not met;
  • The tightness (sealing) of the hydraulic brake drive is broken;
  • The pressure gauge of the pneumatic or pneumatic-hydraulic brake drive does not work;
  • The parking brake system does not keep the vehicle stationary on the gradient established by the standard.

2. Malfunctions and conditions of the vehicle's steering control

  • The total free play of the steering control system exceeds the following values:
    • a. 10 degrees — for passenger cars and the trucks and buses built on their base,
    • b. 20 degrees — for buses,
    • c. 25 degrees — for trucks;
  • There are movements of parts and assemblies not provided for by the design, or threaded connections are not tightened or are not secured in the prescribed manner, or the device that locks the position of the steering column is faulty;
  • The steering booster (power steering) or the steering damper of motorcycles provided for by the design is faulty or absent;
  • The steering control system is located on the right side.

3. Malfunctions and conditions of the vehicle's external lighting devices

  • The number, type, color, placement, and operating mode of the external lighting devices do not conform to the design of the vehicle and the requirements of the standards (on vehicles that have been discontinued from production, the installation of external lighting devices of vehicles of other makes and models is permitted);
  • The adjustment of the headlights does not meet the requirements of the standard;
  • The external lighting devices and reflectors do not operate in the prescribed mode or are dirty;
  • The lighting devices are missing lamps or diffusers (lenses), or diffusers or lamps not corresponding to the type of the given lighting device are used;
  • The placement, methods of fastening of flashing beacons, and the visibility of the light signal do not meet the requirements of the standard;
  • The following are installed on the vehicle:
    The requirements of this sub-item do not apply to registration plates, distinguishing marks, and identification signs installed on vehicles;
    • a. at the front — fog lamps, turn indicators, and other lighting devices with lights of any color other than white, yellow, or orange, and reflective devices of any color other than white;
    • b. at the rear — reversing lamps and registration-plate lighting with lights of any color other than white, other lighting devices with lights of any color other than red, yellow, or orange, and reflective devices of any color other than red.
  • The rear fog lamps are connected to the lighting devices that signal the vehicle's braking.

4. Malfunctions and conditions of the vehicle's wheels and tires

  • The remaining tread pattern depth of the tires is less than:
    The standards for the remaining tread pattern depth of trailer tires are established in accordance with the tire standards of the vehicles serving as towing units;
    • a. 2.0 mm — for buses,
    • b. 1.6 mm — for passenger cars,
    • c. 1.0 mm — for trucks,
    • d. 0.8 mm — for motorcycles and mopeds.
  • (1.1) During June, July, and August, studded anti-skid tires are installed on the vehicle;
  • (1.2) From November 15 to March 31 inclusive, winter tires are not installed on passenger cars and trucks with a permissible maximum mass of up to 3.5 tonnes;
  • (1.3) The remaining tread pattern depth of winter tires intended for use in icy or snowy road conditions, marked with the symbol of a three-peaked mountain summit with a snowflake inside it and, together with it, the letters "M+S" ("M+S"), "M and S" ("M&S"), "MS" ("MS") (in the absence of a wear indicator), when driving in the specified road conditions, is 4 mm or less. The specified malfunctions are detected by means of technical diagnostic equipment;
  • (1.4) Winter tires, studded anti-skid tires (where they are used) are not installed on all wheels of the vehicle;
  • The tires have local damage (holes, cuts, tears) exposing the cord, as well as delamination of the carcass, separation of the tread and sidewall;
  • The rim or the wheel disc has cracks, or at least one of the fastening bolts (nuts) is missing, or there are visible deviations in the shape and dimensions of the fastening holes;
  • The tires, by size or permissible load, do not correspond to the given model of vehicle;
  • Tires of different sizes, different constructions, different models, with different tread patterns, studded and non-studded, frost-resistant and non-frost-resistant, new and retreaded are installed on one axle of the vehicle;

  • (7) Trucks and buses with a permissible maximum mass of more than 3.5 tonnes, within the zone of action of sign 4.9.1, when there is snow or ice on the surface of the carriageway, move without anti-skid chains. At least two of the drive wheels of these vehicles must be equipped with anti-skid chains; they must correspond to the type of vehicle, the tire size, and be safe for driving.

5. Malfunctions and conditions of the vehicle's engine

  • The content of harmful substances in the exhaust gases or their smoke opacity exceeds the standards established by the legislation of the Republic of Armenia;
  • The tightness of the fuel system is broken;
  • The exhaust-gas discharge system is faulty;
  • The tightness of the crankcase ventilation system is broken;
  • The permissible level of external noise exceeds the standards established by the standard.

6. Other malfunctions and conditions of the vehicle

  • The windshield wipers do not operate in the prescribed mode, or the windshield washers provided for by the vehicle's design do not operate;
  • The number, placement, and class of the rearview mirrors do not meet the requirements of the standard, or the glazing provided for by the vehicle's design is missing;
  • The audible-signal device (horn) does not work, or it, or the signal it emits, does not conform to the standard;
  • Objects or devices are installed that present a risk of injuring road users or that restrict the driver's field of view from the driver's seat;
  • Of the vehicle:
    • a. the light transmittance of the glazing (including the rear window or rear side windows with an external film coating) does not conform to the dimensions established by the legislation of the Republic of Armenia,
    • b. the windshield or front side windows are curtained,
    • c. the rear window or rear side windows are curtained and the 2 side rearview mirrors are absent;
  • The following provided for by the vehicle's design do not work: the locks of the body or cab doors or the engine hood, the locks of cistern hatches and the sides of cargo platforms, fuel-tank caps, the driver's seat-position adjustment mechanism, emergency door openers and the bus stop-request signal, the bus interior lighting devices, emergency exits and the devices for actuating them, the door-control drive, the speedometer, the tachograph, anti-theft devices, and the glass heating and demisting devices;
  • The rear underrun protection device, mud-flaps, and splash guards provided for by the design are absent;
  • The towing-coupling or fifth-wheel coupling devices of the towing unit or the trailing element are faulty, or the safety cables (chains) provided for by the design are absent or faulty. There is free play in the connections of the frames of a motorcycle and a sidecar;
  • The following are absent:
    A bus must have at least two fire extinguishers: one in the driver's cab, the other in the passenger compartment, and in the other specified vehicles — in easily accessible places. The list of mandatory medicines and medical supplies contained in the first-aid kit is approved by the Minister of Health of the Republic of Armenia;
    • a. a first-aid kit, fire extinguisher, emergency-stop sign (flashing red lamp) — in buses, passenger cars and trucks, and wheeled tractors,
    • b. at least two wheel chocks — respectively in trucks and buses with a permissible maximum mass of more than 3.5 tonnes and 5 tonnes,
    • c. a first-aid kit, an emergency-stop sign (flashing red lamp) — in motorcycles with a sidecar.
  • Vehicles, except in cases provided for in the established procedure, are equipped with flashing beacons and (or) devices for emitting special audible signals, or color-graphic schemes and inscriptions are depicted on their bodies (the requirements for the color-graphic schemes of vehicles and the flashing beacons and special audible signals installed on them are established by a standard, and the list of vehicles that may be equipped with them is established by the Government of the Republic of Armenia);
  • The head restraints of the seats or the seat belts provided for by the vehicle's design are absent or do not work, or there are visible tears on the strap of the seat belts;
  • On motorcycles and mopeds, the footpegs and the transverse handle for the passenger on the seat provided for by the design are absent, and on motorcycles — also the crash bars (safety bars);
  • The spare-wheel holder, the lifting-lowering mechanism, or the winch do not work;
  • On a semi-trailer, the support device, the transport-position lock of the supports, or the lifting-lowering mechanism of the supports is absent or faulty;
  • The tightness of the joints or seals of the engine, gearbox, reduction gear, rear axle, clutch, storage battery, air-cooling and air-conditioning system, and the hydraulic equipment additionally installed on the vehicle is broken;
  • The technical parameters indicated on the external surface of the gas cylinders of vehicles equipped with a gas-cylinder fuel system do not correspond to the data indicated in the technical passport, or the dates of the last and the scheduled tests are absent;
  • Changes (re-equipment) have been made to the vehicle's design without the permission of the body that carries out the registration of vehicles;
  • The registration plates or the method of their placement (fastening) do not meet the requirements of the legislation or standards, or the registration plates are absent;
  • A power-driven vehicle on which practical driver training is carried out does not have the corresponding identification sign, or is not equipped with an additional rearview mirror (for the instructor) or with additional clutch (except for vehicles with automatic transmission) and brake pedals;
  • The steering, brake, or audible-signal device of a bicycle is faulty, or it is not equipped at the front with a white reflector and a headlight or lamp (for movement in the dark and in conditions of insufficient visibility), at the rear with a red reflector or lamp, and on the sides with orange or red reflectors;
  • A horse-drawn cart does not have the parking-device brake or wheel chocks provided for by the design, is not equipped at the front with two white reflectors or lamps (for movement in the dark and in conditions of insufficient visibility), and at the rear with two red reflectors or lamps.
